Some SEO professionals argue that SEO companies shouldn’t make guarantees because they have no control over search engines like Google. Promising specific search rankings might seem like an attempt to deceive people.
It is true that no one can control search results, and therefore no one can say with 100% certainty they can get specific rankings in the search results. However…

This is a tough one. Interesting point of view on it.
I can imagine the guarantee only comes after the campaign research has been done. Some companies that have a guarantee only choose low hanging SEO results. The kind that don't yield much ROI.

Great question and good point. We approach our guarantee and the keyword selections with the intent of getting you the most productive traffic possible so you make gains in achieving your mission.
OurChurch.Com has a standing guarantee which includes that we have to agree on the keywords being guaranteed. Those keywords are only chosen after exhaustive keyword research. The keyword research examines relevance, popularity, and competition. We also do authority research for the website we are optimizing.
With our Standard level SEO Management service, we then recommend 5 relevant keywords which are generally the most popular keywords the competition research indicates the site can rank well for at the time, though if we think a slightly less popular keyword will produce better results in terms of the goals of the organization, we'll recommend those.
With our Progressive SEO Management service which includes link building we propose not only the best keywords the site can rank well for now, but also a keyword plan of the keywords we will target as the site grows in authority.
In both cases, the client is involved in the selection of the keywords. They usually give suggestions at the start of the research as to what they think would be good to rank for and then once the keyword research is done we discuss the recommendations that we (OurChurch.Com) have put forth.
