ID + The Census
It is important to establish ID so people are not mistaken for another. No one is happy when they find out a person has been wrongfully accused. Documents help affirm ID.

Ask yourself about the effect of what was not said about the census in Bethlehem. There are several possiblities. Was there only a listing of families or were identity papers issued as well? Perhaps Jesus was not listed because Mary and Joseph were enumerated before Jesus was born. Perhaps Jesus was born already when Mary and Joseph were listed. Then he was either listed or not depending on circumstances. The annoyed officials may not have been very accurate. They might have routinely noted false data, or left out or changed information.
In today's world, babies are listed upon birth by registering the baby locally or at a consulate of the parents' countr(y/ies). When travelling internationally, a baby is listed in their own passport or on one of their parent's passports. Yet even today, a baby can end up stateless. Even now, the identifying information of a baby can be garbled and misrepresented.
